The Seventeenth Avenue Building was designed for construction magnate Sam Hashman. Although I haven't found proof that Bill Milne designed it, in 1958 the Herald published an illustration of a very similar unbuilt structure he designed for Hashman, also on 17th Avenue (see final image below).
